日本の数学教育における学習評価とは?相対評価・絶対評価・TIMSS・PISA

学校の成績というと、テストの点数や通知表の数字を思い浮かべる人が多いかもしれません。
When people hear “school grades,” many probably think of test scores or the numbers on a report card.
もちろん、それも評価の一部です。
Of course, those are part of assessment too.
ただ、いまの学校教育では、評価の考え方が以前とはかなり変わってきています。
However, in today’s schools, the way assessment is viewed has changed considerably from before.
単に他の子と比べて順位をつけるためではなく、子どもが学習の目標をどこまで達成できたのかを確かめ、その結果を次の学びや授業の改善につなげる。
It is not simply for ranking children against one another, but for checking how far each child has achieved the learning goals and connecting the results to better learning and improved teaching.
そんな役割が重視されるようになりました。
That kind of role has come to be emphasized.
特に数学では、計算が速く正確にできるかどうかだけでなく、数学を使って考えたり、自分の考えを説明したりする力も見られています。
In mathematics especially, what is looked at is not only whether a student can calculate quickly and accurately, but also whether they can think using mathematics and explain their own ideas.
ここでは、日本の数学教育における評価の変化や、現在の評価の観点、国際調査との関係について整理してみます。
Here, let us organize the changes in assessment in Japanese mathematics education, the current perspectives on assessment, and the relationship with international surveys.
相対評価から、目標に準拠した評価へ
From relative evaluation to criterion-referenced evaluation
以前の日本の学校教育では、「相対評価」が広く行われていました。
In Japanese schooling in the past, “relative evaluation” was widely used.
これは、クラスや集団の中でどの位置にいるかを基準にする評価です。
This is an evaluation method based on where a student stands within a class or group.
たとえば、同じ学年の中で上位に入れば評価が高くなり、下位になれば評価が低くなります。
For example, if a student ranks high in the same grade, their evaluation becomes higher, and if they rank low, it becomes lower.
ただ、この方法には分かりやすい問題があります。
However, this method has an obvious problem.
同じ力を持っている子どもでも、周りにできる子が多い集団にいれば評価が低くなり、そうでない集団にいれば評価が高くなることがあるのです。
Even a child with the same ability may receive a lower evaluation in a group with many high-achieving children, and a higher evaluation in a group without them.
評価が、本人の力だけでなく周囲の状況に左右されてしまいます。
Evaluation ends up being influenced not only by the student’s own ability but also by the surrounding situation.
そこで現在は、「目標に準拠した評価」が基本になっています。
Therefore, today, “criterion-referenced evaluation” is the basis.
他の子どもと比べるのではなく、あらかじめ定められた学習目標に対して、どの程度達成できたかを見る考え方です。
It is an approach that looks at how much has been achieved relative to predetermined learning goals, rather than comparing with other children.
「他の人よりできるか」から「学習目標をどの程度達成したか」へ。
From “Can you do better than others?” to “How much of the learning goals have you achieved?”
この変化は、評価を考えるうえでとても大きなものです。
This change is extremely significant when thinking about assessment.
いまの評価は、何を見ているのか
What does assessment look at today?
現在の学習評価では、主に三つの観点から子どもを見ています。
In current learning assessment, children are mainly viewed from three perspectives.
一つ目は「知識・技能」です。
The first is “knowledge and skills.”
学習した内容を理解しているか、必要な技能を身につけているかを見ます。
It looks at whether the student understands what has been learned and has acquired the necessary skills.
数学なら、計算の仕組みを理解して正確に計算できるか、といったことが含まれます。
In mathematics, this includes whether the student understands how calculation works and can calculate accurately.
二つ目は「思考・判断・表現」です。
The second is “thinking, judgment, and expression.”
問題の条件を整理し、数学的に考え、適切な方法を選び、自分の考えを説明する力を見ます。
It looks at the ability to organize the conditions of a problem, think mathematically, choose an appropriate method, and explain one’s own ideas.
答えを出すだけでなく、そこに至る考え方や表現も対象になります。
Not only giving an answer, but also the thinking and expression leading to it are included.
三つ目は「主体的に学習に取り組む態度」です。
The third is “an attitude of independently engaging in learning.”
これは、授業中におとなしく真面目にしているか、という話ではありません。
This is not a matter of whether the student is quiet and serious during class.
粘り強く取り組むことに加えて、自分の学習状況を振り返り、必要に応じて学習方法を調整したり改善したりすることも含まれます。
In addition to working persistently, it also includes reflecting on one’s own learning situation and adjusting or improving learning methods as needed.
たとえば、数学の問題が解けなかったときに、「どこで間違えたのか」「なぜこの方法ではうまくいかなかったのか」「次はどう考えてみようか」と振り返り、次の学習につなげる。
For example, when a student cannot solve a math problem, they reflect on “Where did I make a mistake?”, “Why didn’t this method work?”, and “How should I think about it next time?”, connecting this to the next stage of learning.
こうした学び方の調整は「自己調整学習」とも関係しています。
This kind of adjustment in learning is also related to “self-regulated learning.”
数学の評価は、計算だけでは見えない
Mathematics assessment cannot be seen through calculation alone
数学の評価を考えるとき、テストは今でも重要な方法の一つです。
When thinking about assessment in mathematics, tests are still one important method.
「次の方程式を解きなさい」という問題なら、方程式を解くための知識や技能を確認できます。
With a problem like “Solve the following equation,” you can check knowledge and skills for solving equations.
しかし、数学の力は計算だけではありません。
However, mathematical ability is not only calculation.
たとえば、中学1年生の「方程式の利用」で、日常生活の場面を題材にした問題を考えてみます。
For example, let us consider a problem based on an everyday situation in first-year junior high school “applications of equations.”
ある商品の通常価格をa円とし、10人以上の団体では10%割引になるとします。
Suppose the regular price of a product is a yen, and for groups of 10 or more people there is a 10% discount.
このとき、10人分の団体料金が通常料金の何人分に相当するのかを考え、その理由を文字式などを使って説明させます。
At this time, students consider how many people’s regular price the group rate for 10 people corresponds to, and explain the reason using algebraic expressions.
この課題では、単に計算できるかどうかだけではなく、問題の状況を理解できるか、数量の関係を式に表せるか、方程式や文字式を適切に使えるか、計算結果の意味を説明できるか、答えが問題の状況に合っているかを判断できるか、といった複数の力が見られます。
In this task, multiple abilities can be observed: whether the student can understand the problem situation, express quantitative relationships in expressions, appropriately use equations and algebraic expressions, explain the meaning of calculation results, and judge whether the answer fits the problem situation.
このように、実際の課題に対して学んだ知識や技能を活用する力を評価する方法の一つが「パフォーマンス評価」です。
In this way, one method of assessing the ability to use learned knowledge and skills for actual tasks is “performance assessment.”
ルーブリックという評価の道具
A assessment tool called a rubric
パフォーマンス評価では、テストのように「正解なら○、不正解なら×」と単純に判断できない場合があります。
In performance assessment, there are cases where it cannot be judged simply as “correct is ○, incorrect is ×” like on a test.
そこで使われるのが「ルーブリック」です。
What is used there is a “rubric.”
ルーブリックとは、評価する観点と、それぞれの達成水準をあらかじめ設定した評価基準です。
A rubric is a set of assessment criteria in which the perspectives for assessment and the levels of achievement for each are set in advance.
たとえば、方程式の利用であれば、次のような基準が考えられます。
For example, in the case of applications of equations, the following criteria can be considered.
A: 数量関係を正しく式で表し、その理由を数学的に説明できる。
A: Can correctly express quantitative relationships in expressions and explain the reason mathematically.
B: 適切に式を立てて計算し、基本的な説明ができる。
B: Can set up expressions appropriately, calculate, and give a basic explanation.
C: 式や計算に誤りがあり、説明も十分ではない。
C: There are errors in the expressions or calculations, and the explanation is not sufficient.
ルーブリックがあると、子どもは「何ができればよいのか」を理解しやすくなります。
With a rubric, children can more easily understand “what they need to be able to do.”
教師にとっても、評価の観点が明確になります。
For teachers too, the perspectives of assessment become clear.
また、評価結果をフィードバックに使い、「次に何を改善すればよいのか」を伝えることもできます。
Also, the assessment results can be used for feedback to convey “what should be improved next.”
この意味で、評価は学習の最後に行うものだけではありません。
In this sense, assessment is not only something done at the end of learning.
学習の途中で子どもの理解状況を確かめ、その結果を次の指導に生かす「形成的評価」も重要です。
“Formative assessment,” which checks children’s understanding during learning and uses the results in subsequent instruction, is also important.
TIMSSとPISAは、何を調べているのか
What do TIMSS and PISA investigate?
学力について考えるとき、TIMSSとPISAという国際調査もよく話題になります。
When thinking about academic ability, the international surveys TIMSS and PISA often come up.
TIMSSは、国際教育到達度評価学会(IEA)が実施する調査で、主に小学校4年生と中学校2年生を対象に、数学や理科について調べます。
TIMSS is a survey conducted by the International Association for the Evaluation of Educational Achievement (IEA), mainly targeting fourth-grade elementary and second-grade junior high school students, and investigating mathematics and science.
学校で学習している内容をどの程度身につけているのか、また、それをどのように活用できるのかを測ります。
It measures how well students have mastered what they learn at school and how they can use it.
一方、PISAはOECDが実施する調査で、主に15歳の生徒を対象としています。
On the other hand, PISA is a survey conducted by the OECD, mainly targeting 15-year-old students.
PISAでは、学校で学んだ知識や技能を、実生活や社会の中でどのように活用できるかという能力が重視されます。
In PISA, emphasis is placed on the ability to use knowledge and skills learned at school in real life and society.
簡単に整理すると、TIMSSは学校で学んだ内容をどの程度身につけているか、PISAは学んだ知識や技能を現実の場面で活用できるか、という違いがあります。
To put it simply, TIMSS focuses on how well students have mastered what they learned at school, while PISA focuses on whether they can use learned knowledge and skills in real situations.
もちろん、実際の調査内容はこれほど単純ではありません。
Of course, the actual content of the surveys is not this simple.
ただ、「学力」といっても、知識の習得だけでなく、その知識を活用する力まで含めて考える必要があることが分かります。
However, it is clear that “academic ability” must be considered not only as acquisition of knowledge but also as the ability to use that knowledge.
全国学力・学習状況調査の役割
The role of the National Assessment of Academic Ability and Learning Situation
日本国内では、「全国学力・学習状況調査」も実施されています。
In Japan, the “National Assessment of Academic Ability and Learning Situation” is also conducted.
これは、児童生徒の学力や学習状況を把握し、その結果を学校の教育指導の改善などに役立てることを目的とした調査です。
This is a survey aimed at grasping children’s academic ability and learning situation and using the results to improve educational instruction in schools.
国際的な比較を主な目的とするTIMSSやPISAとは違い、日本の学校教育の状況を把握し、教育改善につなげるという国内的な役割があります。
Unlike TIMSS and PISA, whose main purpose is international comparison, it has a domestic role of grasping the state of Japanese school education and connecting it to educational improvement.
また、学力だけでなく、学習習慣や生活習慣についても調べられます。
It also investigates not only academic ability but also learning habits and lifestyle habits.
どのような学習習慣があるのか、学習に対してどんな意識を持っているのかといった情報を把握することで、学力との関係を分析できます。
By grasping information such as what kind of learning habits students have and what kind of awareness they have toward learning, it is possible to analyze the relationship with academic ability.
そのため、調査結果を単なる「平均点のランキング」として見るのではなく、教育や授業を改善するための資料として捉えることが重要です。
Therefore, it is important to view the survey results not as a mere “ranking of average scores” but as material for improving education and teaching.
日本の数学教育が評価しようとしていること
What Japanese mathematics education is trying to assess
ここまで見てくると、日本の数学教育における評価の考え方が見えてきます。
Looking at things up to this point, the way assessment is viewed in Japanese mathematics education becomes visible.
数学では、基礎的な知識や計算技能が重要であることは変わりません。
In mathematics, it remains true that basic knowledge and calculation skills are important.
しかし、それだけではありません。
However, that is not all.
数学を使って考える。
Think using mathematics.
数量関係を数学的に表現する。
Express quantitative relationships mathematically.
自分の考えを説明する。
Explain one’s own ideas.
結果が適切かどうかを判断する。
Judge whether the result is appropriate.
こうした力も求められています。
Such abilities are also required.
さらに、自分の学習を振り返り、間違いや課題をもとに学習方法を改善していく力も重要です。
Furthermore, the ability to reflect on one’s own learning and improve learning methods based on mistakes and challenges is also important.
そのため、現在の数学教育における評価は、単純に「何点取ったか」だけを見るものではありません。
Therefore, assessment in current mathematics education does not simply look at “what score was received.”
知識・技能、思考・判断・表現、主体的に学習に取り組む態度という複数の側面から、子どもがどのように学び、何ができるようになったのかを捉えることが求められています。
It is required to grasp how children learned and what they became able to do from multiple aspects: knowledge and skills, thinking, judgment, and expression, and an attitude of independently engaging in learning.
評価の目的は、子どもを順位づけすることだけではありません。
The purpose of assessment is not only to rank children.
子どもの学習をよりよくすること。
To make children’s learning better.
そして、教師の授業をよりよくすること。
And to make teachers’ lessons better.
そのために評価を活用することが、現在の学校教育では大切になっています。
Using assessment for that purpose has become important in today’s school education.
